However, to be enacted, it must pass with a two-thirds majority in parliament \u2013 a high bar given Portugal\u2019s politically fragmented landscape.<\/p>\n<p data-start=\"614\" data-end=\"825\">For citizens from Portuguese-speaking countries such as Brazil, Angola, or Mozambique, the waiting period would be seven years. All other applicants would need ten years of legal residency before they can apply.<\/p>\n<p data-start=\"827\" data-end=\"940\"><strong data-start=\"827\" data-end=\"904\">\u201cCitizenship must reflect a true connection with the national community,\u201d<\/strong> said Minister Ant\u00f3nio Leit\u00e3o Amaro.<\/p>\n<p data-start=\"942\" data-end=\"1272\">In addition to proving Portuguese language proficiency, future applicants would need to pass a cultural knowledge test, declare their support for democratic values, and, notably, maintain a completely clean criminal record. This would replace the current rule allowing applicants with sentences under three years to still qualify.<\/p>\n<p data-start=\"1274\" data-end=\"1558\">Portugal\u2019s foreign population has nearly tripled since 2019, reaching 1.6 million \u2013 approximately 15% of the total population. The largest group is Brazilian nationals, accounting for over 450,000 legal residents, according to the Agency for Integration, Migration, and Asylum (AIMA).<\/p>\n<p data-start=\"1560\" data-end=\"1828\">This rapid immigration growth has fueled support for the far-right Chega party, which has become the main opposition. Tighter naturalization laws were a central promise of their campaign, and they\u2019ve declared their intent to support the proposed changes in parliament.<\/p>\n<hr data-start=\"1830\" data-end=\"1833\" \/>\n<p data-start=\"1835\" data-end=\"1866\"><strong data-start=\"1835\" data-end=\"1866\">What About the Golden Visa?<\/strong><\/p>\n<p data-start=\"1868\" data-end=\"2240\">The proposed changes have raised concerns among foreign investors \u2013 particularly those under Portugal\u2019s Golden Visa program. In 2024 alone, Portugal granted a record 4,987 residence permits through investment \u2013 a 72% increase from 2023. Under current rules, Golden Visa holders can apply for citizenship after five years. If passed, the new law could double this timeline.<\/p>\n<p data-start=\"2242\" data-end=\"2326\">However, experts emphasize: <strong data-start=\"2270\" data-end=\"2325\">nothing has changed yet for the Golden Visa program<\/strong>.<\/p>\n<p data-start=\"2328\" data-end=\"2596\">Pedro Oliveira, Managing Partner at Optimize Investment Partners, stated: \u201cThe government\u2019s statement refers to general immigration policy \u2013 there is no mention of the Golden Visa. This program has a separate legal framework, independent of standard residency routes.\u201d<\/p>\n<p data-start=\"2598\" data-end=\"2898\">He added that there have been no official discussions about changing key features of the program, such as physical presence requirements, family reunification, or the need to maintain investments. On the contrary, the government is reportedly exploring tax incentives to enhance the program\u2019s appeal.<\/p>\n<p data-start=\"2900\" data-end=\"3121\">Sara Sousa Rebolo, a lawyer at Prime Legal, agreed: \u201cThere has been no official mention of the Golden Visa or highly skilled workers \u2013 so the likelihood of these categories retaining their own legal pathway remains high.\u201d<\/p>\n<p data-start=\"3123\" data-end=\"3275\">She also cited Minister Amaro\u2019s earlier remarks about plans to <strong data-start=\"3186\" data-end=\"3275\">\u201cupgrade the Golden Visa and make it more attractive and effective after the summer.\u201d<\/strong><\/p>\n<p data-start=\"3277\" data-end=\"3632\">Lawyer Vanessa Rodrigues Lima added that even if citizenship takes longer, the Golden Visa retains its appeal because it offers <strong data-start=\"3405\" data-end=\"3445\">permanent residency after five years<\/strong> without requiring physical presence or ongoing investment. \u201cCitizenship is a long-term goal, but flexibility in the legal residence framework is what truly attracts investors,\u201d she said.<\/p>\n<hr data-start=\"3634\" data-end=\"3637\" \/>\n<p data-start=\"3639\" data-end=\"3670\"><strong data-start=\"3639\" data-end=\"3670\">Other Restrictions Proposed<\/strong><\/p>\n<p data-start=\"3672\" data-end=\"3869\">The proposal also includes <strong data-start=\"3699\" data-end=\"3738\">stricter family reunification rules<\/strong>. Legal residents would need to wait at least two years before sponsoring family members, and only children under 18 would qualify.<\/p>\n<p data-start=\"3871\" data-end=\"4099\">Portugal is currently dealing with a <strong data-start=\"3908\" data-end=\"3968\">backlog of over 400,000 pending citizenship applications<\/strong>. In 2023, the country naturalized 141,300 individuals \u2013 a 20% decrease from the previous year, despite rising application numbers.<\/p>\n<p data-start=\"4101\" data-end=\"4372\">The government also plans to end the <strong data-start=\"4138\" data-end=\"4178\">Sephardic Jewish citizenship program<\/strong>, a controversial policy that has faced criticism. Additionally, they aim to create a dedicated border police force and revoke citizenship from naturalized individuals who commit serious crimes.<\/p>\n<hr data-start=\"4374\" data-end=\"4377\" \/>\n<p data-start=\"4379\" data-end=\"4428\"><strong data-start=\"4379\" data-end=\"4428\">Still Just a Proposal \u2013 and Subject to Change<\/strong><\/p>\n<p data-start=\"4430\" data-end=\"4733\">As of now, the bill has <strong data-start=\"4454\" data-end=\"4494\">not yet been submitted to parliament<\/strong>. Once tabled, it must go through three rounds of readings and a parliamentary committee review. Because citizenship is a constitutional issue, the law needs a <strong data-start=\"4654\" data-end=\"4685\">two-thirds majority to pass<\/strong> \u2013 a difficult feat amid political polarization.<\/p>\n<p data-start=\"4735\" data-end=\"4849\">Oliveira cautioned: \u201cNo draft has been released. What we have now are preliminary ideas \u2013 not binding legal text.\u201d<\/p>\n<p data-start=\"4851\" data-end=\"5228\">Safak Nervo, COO of Optylon Krea, echoed that sentiment: \u201cThis is just a proposal. The legislative process is long and complicated. Historically, final laws often diverge significantly from initial statements.\u201d She cited the 2023 Golden Visa reform as an example \u2013 originally feared to be canceled entirely, it ended with only limited changes to eligible investment categories.<\/p>\n<p data-start=\"5230\" data-end=\"5386\">Lawyer Madalena Monteiro (Liberty Legal) was even more direct: \u201cPeople are reacting as if this is already law, but it\u2019s far too early to conclude anything.\u201d<\/p>\n<p data-start=\"5388\" data-end=\"5551\">Rebolo also pointed out that: \u201cIn 2023, it took seven months from the first public announcement to the final law. And the final version was drastically different.\u201d<\/p>\n<p data-start=\"5553\" data-end=\"5794\">If approved, President Marcelo Rebelo de Sousa would have 20 days to sign, veto, or refer the bill to the Constitutional Court. However, Portuguese presidents rarely veto immigration-related laws unless they clearly violate the constitution.<\/p>\n<hr data-start=\"5796\" data-end=\"5799\" \/>\n<p data-start=\"5801\" data-end=\"5891\"><strong data-start=\"5801\" data-end=\"5891\">The Bigger Picture: Portugal Tightens Citizenship \u2013 But Keeps Doors Open for Investors<\/strong><\/p>\n<p data-start=\"5893\" data-end=\"6081\">This could become Portugal\u2019s most aggressive citizenship reform in decades and aligns with a broader European trend toward tighter immigration control under pressure from populist parties.<\/p>\n<p data-start=\"6083\" data-end=\"6233\">Yet Portugal stands apart in <strong data-start=\"6112\" data-end=\"6171\">preserving and upgrading its investor migration program<\/strong> \u2013 while neighboring Spain has just abolished its Golden Visa.<\/p>\n<p data-start=\"6235\" data-end=\"6561\">Nervo explained: \u201cGolden Visa investors make up a very small share of Portugal\u2019s total immigration. What the government is really targeting are individuals who enter on tourist visas, overstay illegally, make social security contributions for a few years, and then apply for citizenship \u2013 often with extended family included.\u201d<\/p>\n<p data-start=\"6563\" data-end=\"6659\">Thus, experts believe that <strong data-start=\"6590\" data-end=\"6658\">the government intends to protect legitimate investment migrants<\/strong>.<\/p>\n<p data-start=\"6661\" data-end=\"6839\">Rebolo remained optimistic: \u201cThe current government seems genuinely interested in making the system more effective. If done right, this could be an opportunity, not just a risk.\u201d<\/p>\n<p data-start=\"6841\" data-end=\"6999\">Nervo agreed, adding that <strong data-start=\"6867\" data-end=\"6928\">if the final law preserves a separate track for investors<\/strong>, including potential tax perks, investor sentiment will remain intact.<\/p>\n<p data-start=\"7001\" data-end=\"7115\">However, she also warned: \u201cIf there\u2019s no distinct legal framework for investors, trust in the system could erode.\u201d<\/p>\n<p data-start=\"7117\" data-end=\"7321\">Rodrigues Lima called for early engagement with the government, as in 2023. \u201cWe must demonstrate the real-world impact of foreign investment and the importance of honoring legal expectations already set.\u201d<\/p>\n<p data-start=\"7323\" data-end=\"7507\" data-is-last-node=\"\" data-is-only-node=\"\">To conclude, Rebolo emphasized: \u201cImmigration reform must be fair and stratified.
