In other words, if you own properties across provinces such as Bac Giang, Hoa Binh, or Quang Tri, your land ownership certificates and other legal documents will continue to be recognized, regardless of any changes in the province’s name.
This policy is clearly outlined in Resolution 76 of the National Assembly Standing Committee and Resolution 190 of the National Assembly. Both explicitly state that individuals and businesses may continue using their current documents until the expiration dates, and cannot be required to update them solely due to administrative restructuring. If you choose to voluntarily update information (e.g. address), the government will offer support with simplified procedures at no cost.
