Malta Permanent Residence Program (MPRP) in 2024: An Overview
The Malta Permanent Residence Program (MPRP) offers an attractive pathway for international investors seeking residency in Malta and the European Union (EU).
Eligibility Requirements for the MPRP:
To be eligible for the Malta Permanent Residency Program (MPRP), Applicants must meet the following criteria:
- Application through a Licensed Agent – Submit your MPRP application through a Licensed Agent. The list is available on the Residency Malta Agency’s ‘Agents List’ website. Portico and Bridge partners with Maltese lawyers who are Licensed Agents to assist investors in successfully obtaining Maltese residency.

Investment options:
- Purchase or lease option – Minimum investment value of €350,000 for purchase in the north and central Malta and €300,000 in the south Malta or Gozo.
- Investors who do not want to buy real estate can still qualify for the program by renting a property for a minimum of €10,000 per year in the South of Malta/Gozo or €12,000 per year in the rest of Malta.
The applicant must hold the qualified assets for a minimum period of 5 years, after which they only need to have a residential address to maintain their permanent resident status.

Administrative Fee – The main applicant must pay a non-refundable administrative fee of €40,000.

Government Contribution – The main applicant must contribute a Government Contribution of €28,000 if purchasing property or €58,000 if renting property. Additionally, each dependent adult will have to pay a contribution of €7,500 and €5,000 for each child over 18 years of age.

Charitable Donation – A donation to a registered charity, cultural, scientific, artistic, sports or animal welfare organisation in Malta registered with the Commissioner for Voluntary Organisations in the amount of €2,000 (for the main applicant only).
Documents on income or assets
Under the previous MRVP, the main applicant had the option to demonstrate either an annual minimum income of €100,000 or €500,000 in personal assets.
The MPRP has removed the income evidence option, while retaining the requirement to demonstrate ownership of assets worth €500,000, of which €150,000 must be available in liquid funds.
