St. Lucia’s Prime Minister Confirms MoA, Proposed Annual Quota and Minimum Net Worth

At a press conference in early June, St. Lucia’s Prime Minister, Philip J. Pierre, formally confirmed the signing of Memorandums of Understanding (MoA) with several other Caribbean countries, including Antigua & Barbuda, Grenada, Dominica and Saint Kitts & Nevis. This is a strategic move to tighten regulations and improve the due diligence process for Citizenship by Investment (CBI) programs in the region.

New proposals

In addition to signing the MoA, Prime Minister Pierre proposed a series of measures to improve the efficiency and transparency of the CBI program, including:

  • Annual Quota: Set an annual approval quota to control the number of approved applications.
  • Minimum Net Worth: Requires a minimum net worth, in order to ensure financial viability and sustainability.
  • Escrow Accounts: Create escrow accounts on the island to ensure financial security and increased supervision.
  • Broker Management: Brokers without a license are prohibited and require local authorization.
  • International due diligence: It is recommended that international brokers provide separate due diligence reports to applicants.

Commitment to the United States

Pierre also emphasized that St. Lucia has been fulfilling its commitments to the U.S. government since March last year. These commitments include banning applicants from Russia and Belarus, requiring interviews with applicants, strengthening due diligence measures, sharing information on denied cases with other countries in the region, and inviting an international third party to evaluate the CBI program.

Strengthening regulation

The MoA also includes increasing the minimum contribution to $200,000 per application, which is expected to come into effect later this month. This is to ensure the competitiveness and quality of the program, and at the same time attract investors with high potential.

In his speech, Prime Minister Pierre said: “We are committed to maintaining transparency and safety for investors. These new measures will not only help improve our CBI program, but also contribute to the sustainable development of the Caribbean region.”
